If you have display output and the system hangs at the Dell logo, it is very unlikely that the BIOS itself is the root cause.
In this situation, the POST phase has completed and the system fails during the boot sequence.
I recommend testing the laptop again with all non-essential components removed:
- Hard drive / SSD
- ODD (if present)
- Any external or internal peripherals not required for POST
If there is video output, the chance that this is a BIOS-related issue is very low.
