Is there any way you could make this file an executable? The bios lockout has also locked out any usb use at boot. Only HDD is available

OK, full story. I'm an independent computer tech (retired). Received laptop with no OS, BIOS locked. Got SSD up by using windows to go on it (did separately). However, cannot boot to usb, or anything attached to usb due to admin restrictions in bios. All I can get is a system code of 1yxx2z2-8fc8 when trying to unlock. I'm almost bald from pulling my hair out
